Alot like horse power tips and to be honest, in most cases they are one in the same. Make an engine more efficient and it will have less resistance to do more work, thereby giving you more mileage. This holds true if you rest your foot properly, if you make use of the efficiency by going faster, you negate the mileage. But you will enjoy the additional power either way.
The above principle does have a line to draw though, example: If you increase the fuel delivery in the interest of more power, you are not making the engine more efficient, you are merely creating more power and increasing fuel consumption. The secret is finding the right balance for your engine. The manufacturers know how to build an efficient motor and they work hard at it, but in the end they have to mandate emission standards as well, thereby limiting the efficiency equation. They are looking for their balance. Fortunately you don't have to deal with their strict standards for emissions, so you can squeeze a few more miles per gallon.
A lot of people think performance parts decrease mileage, on the contrary; What they do is improve efficiency. It's the lead foot and adrenalin junkie who overdoes it that decreases mileage. A properly set up engine will do more work with less fuel. Most engines will get an increase in mileage from a simple tune up, depending on the condition prior to the new parts.
